He was the Chief of the Procurement Policy and Coordination Office of the Inter-American Development Bank from 1992 to 2000. As a private consultant and President of his own Consulting Company, Claro & Associates, Inc., since 2000, he has carried out multiple activities including lecturing on procurement matters and reform issues at Georgetown University and the International Law Institute. Ms. Patrice Pratt is an internationally-accredited procurement expert specializing in developing and smaller economy issues, with over nineteen (19) years of experience in public procurement. She has advised and/or assisted several Governments in respect of public procurement reforms in the areas of policy, legislation, administration and operations. For twelve years, Ms. Pratt served as the Head of Trade-Related Issues in the Office of Trade Negotiations at the CARICOM Secretariat, as well as lead international trade negotiator in disciplines of Government Procurement, Competition Policy and Personal Data Protection.
